has anyone heard of or know of any company that makes a muffler bypass valve that will shut air flow through the muffler and come straight off the headers?

I dont know if its a cutout. Its a way to go from the muffler sound to sound right off the headers. Love the sound off the headers but this car is going to need to be street legal... So we want the best of both worlds.

yup, cutouts... You can either get mechanical or manual.
