You can buy a clean 93 cobra for that.

A teal 93 cobra with all black interior with 50k original miles sold for 8k here last year.

well considering that there is a 79 cobra in similar condition on the edge of town near me (has t-bird wheels on it and a pace car air dam thats about 2,500 bucks with a little less mileage id say no.

the only difference is that the turbo i see doesnt run (big suprise)

if your looking for a DD, pass on this car, you'll save yourself a big headache. parts for a carbed turbo 4 are not the most common either from what i can tell...
