How to drain all the oil from the overflow plug?

sometimes visegrips make it worse........a simple socket extractor type tool like such works great

Im a big fan of "PB Blaster" spray on rusty or frozen bolts ( don't get it on your paint) no matter what other methods you use to grab whats left of the bolt. Combine wth CARFUL use of a propane torch. If you do resort to drill, tap or easy out, use a magnet in the finished opening and wipe repeatedly. I have pencil looking one on a flex tube, any part store. Before running motor pour a quart of cheap oil in with plug out, more magnet,& repeat. Invest in a magnetic drain plug for good measure.
