Default Anderson 4" Power Pipe Install

Hey guys, I got a really good deal on an Anderson 4" Power Pipe. The only issue is I have a MM strut tower brace and a 3/8 inch phenolic intake spacer (Trick Flow intake). From what I have read it should clear with the MM strut tower brace, but the 3/8 inch spacer may be pushing it too far.

My questions are 1. Can you cut the hole lower for more clearance? 2. What tool should I use to make this easier? I'm thinking a 4 1/4 hole saw might not grab since there is already a 3" hole there?

i think i took one of those things from an old tire changer that would tighten down a wheel, and then just bumped it with a hammer to roll the metal.
