Default Tune Question

This may be a silly question, I am thinking of installing long tube headers, removing cats, and installing an off road pipe. I was talking to a guy that has a 2003 Cobra with the same setup. I asked him how he passed emissions testing. He claimed to have an SCT tune he downloads when it is time to get it "sniffed" that fools the computer into thinking the cats are installed. Does anyone know or have heard of something such as this? I would like to run an off-road setup, but I still would like to be able to pass inspections without hooking the cats back up. Thanks for any input.

Going catless is not needed on these cars!! Don't bother, it's not worth the headache.
