Ahhhh... Maybe that is how that company can get away with selling it so cheap... probably reselling those filters to make some extra moolah.
Sounds like you got short changed on the filter... but atleast you got the important part, the tuner. I still have the K&N filter sitting in a box because I went with the Roush CAI for the looks and sound.
The big white sticker is the emissions certification for states that require it. I think I'm going to follow the example of a few of the guys here... they stuck their's on the inside of the driver's door jam.

I kept the tuner. Provides some flexibility if issues arise with "engine knocking" or wheel/tire changes. The dealer installed the tune, per warranty data. They put the Authentication sticker on the driverside strut-tower........"dealer's choice."
No stickers for me...stealth. I just looked around at who had the most performance Mustangs on their lot. The local Roush dealer happily put it on for $60, (1/2 hour of shop time). Definitely keep the tuner, it allows adjustability for octane and tire diam/gear changes, profile relearns to keep the ping away and code reading and clearing.
