MMR has a sleeved short block they build/sell that can handle any hp you want run. A paxton sc will get you upto and over 1000hp, JPCs single turbo kit or the Helion twin kit will get you over a1000 easy. You will also need a return style fuel system that is E85 safe. The coyote loves E85! The 6R80 does well with a Circle D stall. A drive shaft, welded axle tubes, BMR suspension, and some big and littles and you are into the low 9s and high 8s. Your best bet (in the mustang world) would be to go with an aluminum 5.4 built out with forged internal and then go with twins. Many Ford GT's have been built with that setup and are making 1200-1500 all day long. I wouldn't go with the newer gt500 engine bored out to 5.8 since it isn't as reliable at the higher RPMs which the turbos love.
So start with a V6 for the body since you would replace the entire drivetrain anyway.
But the corvette has a much slippery body shape. You can fit a hell of a lot of stuff into a challenger engine bay. Or you could really throw your buddy for a loop and go with a true sleeper... a Jeep grand cherokee SRT-8 with a big turbo (AWD + big numbers).

Another great engine builder is Livernois. They have a built short block which they rate to 1000HP for $6000.
This is a great foundation to built a 1000HP car upon. You can even ask them for the long block version of this engine; of course, the heads and headwork will have their separate pricing schedule.

if you have that kind of money you should look at a ford gt, it can drive in the twisty's, its fast as hell in a straight line and it looks damn good. twin turbo it, and build the rear end to hold the extra power and you should be good.
