Post 1998 SVT Cobra Idling High

Don't know if anybody has had the same problem. I started noticing a couple of months back that my 98 Cobra started idling close to 1900 rpm when I come to a stop. It usually starts doing it after driving for around 20 minutes or so. I changed the Idle Control Valve and thought that would fix it but no luck. Also, it stops doing it if I turn the vehicle off, wait for around a minute or two and then start it up. After that, it won't do it again for like 20 - 30 minutes or so. Was thinking it could be ECM or something like that. Anybody have any idea what it could be? Thanks...
