My wheels have a matte finish on the side of the spokes. I have used normal wax on the matte areas without any effect on sheen. I don't think powdercoat is affected by wax as much as normal paint is.

Cool. I'll buy the jetseal if it's the best/only option. But I just want to make sure I don't use something that negatively alters the appearance. I wasn't sure if a wax would become hazy/chalky on a matte black wheel or not.

Normal washing of your top will always be the preferred way to keep buildup and dirt off of it. Use a horse hair brush as well and keep this brush isolated for ONLY the top. I've been known to run a wet/dry shop vac over a cloth top to suck up any loose dirt, etc.
PLEASE make sure you tape off the top when waxing or polishing as well...they are not receptive to those things and it will build up in the cloth fibers and the texturing of a vinyl top very easily.

Key here would be minimizing brake dust as much as possible.
I'd also advise taking the wheels off and thoroughly cleaning them from front and back. The last thing you want to do is seal in brake dust against the rim
