Default Carter AFB, Competition Series

4bbl carb installed on a 351 Windsor engine, '70 mustang. I inherited the job of finishing up a top end job. I've got it fired up, but no throttle response. I don't have any idea if I have the linkage or springs hooked up like they are supposed to be. I am assuming that there is supposed to be a spring bracket somewhere, but there isn't one left over to install.

Here is a picture, if someone can help me troubleshoot the mechanics here:

I have that exact same carb and I still cant tell what the hell is going on here.

What kind of throttle system does the 70 use? It is cable or rod activated?

I originally thought that the rod was connected to the pedal, but now that I think back to other cars I've owned, the rod is probably the transmission kickdown and the cable is the throttle.
