Windshield washer doesn't work

Hello, I'm new to this forum (relatively new to the classic Mustang hobby). I'm trying to get my father-in-law's old '66 back to road-worthy, and it's mostly coming along pretty well; but I've hit a snag with the windshield washer, and I'm hoping one of you can help me out.

I just put a new pump on it, and it seems to pump with pretty decent pressure if I hook it to a constant 12-volt source. But when I hook it up to the actual wiring, it pulses very short pulses. I can see from the schematic in the shop manual that the washer is driven from the pump, so I assume pulsing is a normal behavior; but these pulses are SO short, they're more like clicks. The hose jumps when I hear the click, but (even if I remove the nozzles) no water makes it out of the tubing.

I haven't yet checked the voltage to see if I'm getting at least close to 12V from the wiring harness, but I'm curious if anyone else has encountered this, and if so what did you do to address it.

Thanks for any suggestions.

Trace that power source back and see what it is actually plugging in to. I don't think it should be pulsing.
