They should be loud. First pull them off and clean the bolt attachment point to make sure you get a good ground. Then give them a test. If no joy, then try disconnecting from the harness and hitting with a jumper wire straight from the battery. That will tell you if your horn is toast, or if you're dealing with a weak wiring system.

You may also need to adjust them, the back of each horn has a screw that closes the circuit to ground, adjusting the screw changes tension on the contact inside the horn and chages the voltage through the horn. They need a certain voltage range to work correctly, and this may be required if you recently made any changes to the voltage of your system(ie internally regulated alternator with a higher voltage, this is why I had to adjust mine). If you get someone to just sit on the horn while you adjust the screws you can set it so it's freakin loud. There's also an explanation of how to set them in the shop manual using a voltmeter I think

I just replaced both of my horns (the low pitch and the high pitch). They went from barely audible (which was quite embarrasing) to LOUD. I think I paid $12 for each of them. It could be the single best-bang-for-the-buck project I've ever done! Oh, and swapping them out was a total of 10 minutes.
