steering wheel bushing

I am trying to put a new steering wheel on and think I must have lost a part somewhere - how can I get the steering wheel shaft to stay solidly in the center of column? There is a little bushing that holds the shaft quite nicely when it is pushed in all the way - my only problem is that it looks like it will vibrate back up and get loose - do I need to tap this bushing down harder with a hammer to hold it in place? Am I missing a sleeve/spacer that would hold this in place? I am putting a Grant steering wheel in with the adaptor on a 1966, here are some picks of the steering column and I have a pic of the bushing that I mentioned above (also, I have a rack and pinion steering).

Any ideas, been struggling with this for a few days, help[:@]

I should also add that when I push this down onto the shaft (past the turn signal indicator), it then becomes snug like it should, thanks

I don't know about a Grant, but with the stock wheel you just push it in pop on the wheel and tighten it up. No problemo.

The bushing stays in place by the installation of the stock wheel.

the bushing sits down on the other side of the turn signal indicator, I am still missing what holds the steering shaft in the center of the steering column - the grant piece is going to slide over the grooves and then I will tighten the steering wheel down onto this grant piece. I will give it a try tomorrow night to see if I am missing something
