that's clearly a 64-65 cluster. but it really looks as old as the car itself.
when I said show us a picture from the side, I actually meant your car. just to see if it has the 65 or 66 shell (quarterpanel)

did you read the VIN off the dataplate or of the fender ? if you read it off the dataplate, then check on the drivers side inner fender.
Same VIN there?

Def a 66 dash so I wouldn't worry about having a revined car as mentioned previously.
Someone prob removed the original cluster at some point and the guy you bought it from installed the cheapest one he could find and didn't know/care that the clusters between 65/6 were different. So much of the cars are the same that someone who doesn't know much about mustangs might now be aware that they changed the clusters.
