331 stroker... Q's about heads and carb.
Im set on getting a 331 stroker short block from DSS Racing for my 67'. Can anyone recommend me a set of heads that will get me around 400hp at a reasonable price? Also, I currently have a Holly 670 street avenger carb. will this flow enough for the setup I want or do you think I will need a larger carb? If so, how big? Thanks.

650 is plenty for that CID. Any more and you will have big tuning problems. As for heads, you will want to look for something in the 170-180cc intake run range. Edelbrock has a RPM XT head that flows great for that class of intake runner. You could also go with a 165cc head from AFR. Either way get valve stem lash caps. Do a search on them and you will find my story on that. They are cheap insurance against soft material valve stems. As for combustion chamber size, that is going to completely depend on your desired compression ratio and what type of pistons (piston to deck clearance) you are getting in that stroker. If DSS is telling you a compression ratio the motor was built towards, ask them what size combustion chamber it needs.

What are your opinions on the GT40x heads?

also, it says For use on 289/302/351 Windsor-style engines. What exactly does this mean? is the 331 stroker from DSS a windsor-style engine?

GT40X heads are ok, but you can do better for the money. A set of TEA Twisted Wedge CNC 185's would be great on that engine. Dart 170's. Edelbrock RPM XT's, AFR's etc. My money is on the TEA TW 185's though.
