Default Manual Steering gearbox lubrication

What is the correct lubrication fluid for manual steering boxes on 69 mustangs. I just popped of the inspection plug on the top of mine and it is empty. There was a little grease in the hole but looking down inside there is nothing. Would it be 80-90 gear oil? If so can you use synthetic in its place?
