Can't start the old beast.
 
We've been in storage for 15 years. I rebuilt the carb, I've set the static timing, have checked the spark at all the plugs, set the float, I've been cranking the battery and it started once and ran real fine. Now it tries to fire but won't? The last time it started it chugged along but wouldn't react to any throttle. Any ideas?

Pull a couple of spark plugs. If they're black, it ran rich for too short of a time to burn the fuel off and now they are carbon shorted. If they're not black, verify it has good gas and not water in the carb.

I have a new gas tank, fuel lines, fuel pump, filter, and rebuilt carb. There's fresh gas and it won't turn over with starter fluid.

sounds like my situation, cept mine just cut out one me.
