Default 67 Power steering issue, low RPM

Just put our 67 Fastback together after being apart for a couple years getting stripped, painted and now, rebuilt. Having an issue with the power steering completely failing at low RPMs, but is even a little sketchy in general RPM conditions. Thinking it is probably the pump, but perhaps the control valve. Advice on where to start and should I rebuild or just purchase rebuilt/new?

Thanks much!

what kind of fastback did you build? How do you plan to drive it?

Is it something that needs to stay original?

Hi Gun Jam. It is a mostly stock Hi-PO 289, yes want to keep it as stock as it makes sense. I do drive it, so some upgrades as it make sense. Seems the Power Steering should be able to be left stock. It worked fine previously. I have had the care 35 years. Just having issues with the rebuild (and sitting for 2+ years).
