Brush set are compression welded to the field coils, you need a field coil press to replace them and the comutators are press fit to the armatures. It is my experience that once the brushes wear out you need to replace the starter unless you rebuild them for a living. If you just need a new drive and the commutator is in good enough shape to turn (and you have a lathe) you can do the repairs but without very special equipment you are never going to rebuild one. Buy new - never rebuilt - because most rebuilders don't replace brushes and often turn the comms beyond specs. They are not expensive when you consider how long the last.
