Rocker arm tightened all the way

Rocker arm tightened all the way
So, I have Hydralic lifters as stud rocker arms.
When I used a cut out valve cover to check what I thought was valve lash, I found that all the nuts are 100% tightened all the way down.
I thought one had lash and I loosened it while running to the click/slap. Then tightened until it went away then 1/2 turn more. Well, unledd I put on another nut, it will loosen.
So as i didn't have one, I did 1/4 turns until it was all the way tightened like the other 7.
So, what am I missing here? Is this doing damage? Is this oaky? Am I robbing any HP or adding advanced wear?
I read a ton of doing this while running adjustment but these appear non adjusting.
Do I get 8 nuts and while running back off until lash then remove lash, 1/2 turn and then double nut?.. UGGGGGG
FYI, engine has 2500 miles on rebuild.

I am about 100% that all rockers for 69 are non-adjustable, these should be torqued to spec, no adjustment.
If you still have slack in the valve train you may have a lifter that is worn off at the base, (will have wiped the cam lobe) or you may have a collapsed lifter (collapsed hydraulically).
Could be a worn or broken rocker arm too.
