when should the clutch start to catch when releasing the pedal old clutch style

Depends on the clutch. But there should be some amount of play before it engages coming off the floor. If it seems to start engaging right at the floor it's an indicator that it might not be totally disengaging to begin with.

its like a 1/4 to 1/2 way up and catches

Have you tried adjusting it? Do you know what clutch is in it now?
