Do you have a timing light?

Nows the time to get one if not.

Have someone crank the engine over and see if you can see your TDC mark. Odds are its too retarded by 10 to 15 degrees.

with the timing light you can tell. You'll compare your TDC mark to the reference point you made when you drew it on the damper wheel (typically this is a pointer on the timing cover but anything will do all that you need to know is when the 2 marks are lined up the piston is at TDC)

When the engine cranks and you see your mark and the mark shows up before the pointer (on your left side when you are in front of the car) the engine is advanced we want about 12 deg so youll have to eye ball it but if its way way on the left side retard timing until it runs.
When the engine cranks and you see your mark and the mark shows up after the pointer (on your right side of pointer) the engine is retarded and likely wont run advance timing until the mark moves just to the left side of the pointer and it should run. (this assumes your reference mark is on the timing cover about 3 O clock position) however it should work as long as the reference mark is on the top half of the damper wheel's arc. I doubt you drew it on the bottom of the timing cover.
