Default Mustang Top won't come all the way down

I don't know much about cars and i found this forum and thought i could find some help....

My top won't come all the way down on one side. It did yesterday but this morning when i tried it it just wouldn't go all the way down.

Here's a pic of about how far it will come down...

Anyone have any ideas on a way to fix it? Would i be able to do it myself or would i need to take it somewhere?

1: Check the cables they may be loose or broken.
2: Check to see if you have low fluid or a broken line from the pump.
