her top comes down but not up all the way???

her top comes down but not up all the way???
recently re-aquired my very first car. an 1983 GLX 5.0 convertable. the top just will not come up the last 1-2 inches. it is only 3years old. it seems like when it was installed it was too tight. is there any way to adjust??
