Is this car wrecked? Up on the top, replacing the side rails means replacing everything except the center parts. This would require taking off the top and headliner.
Tools involved would be - Torx screwdrivers, stapler, torx sockets, socket ratchet, metric socket set, flat and phillips screwdrivers, allen wrenches or sockets and rivet tool (also rivets). You would also want to have a crowbar and large hammer.
It's a pretty big job!

I'm suspicious you do not need to replace a side rail. Your description makes me think that your problem is related to the hydraulic cylinder that raises the top.
Peng,you need to take your car to an auto upholstery/trim shop. These are listed in the old Yellow Pages directories under "Automotive Seat Covers and Upholstery". These guys usually can diagnose problems without costing you an arm and a leg.
When someone comes into my shop and doesn't know what their car's problem is, I will charge them a reasonably small amount to look into it. If it takes a long time to get the problem diagnosed, the fee will be a little more. You are still better off paying the fee because now you can leave knowing what the job will cost.
Just wondering ("Is it going to cost $85 to fix my car or $650?") does nobody any good.
Does your motor make a noise when you push the top button? If not, you might have a bad switch, not motor problems. Can't tell here from my keyboard.
