Paint matching question

I went to the local Ford dealership the other day to get a quote on a little touch up work for my car. The car is black.
The shop told me that any work I want done is going to cost more because black is "very hard to match" and they'll have the blend it into other body panels.
First of all... I thought black would be very easy to match.. Its black! Also.. considering this is a Ford dealership, shouldn't they be able to grab the paint code and have a perfect color match anyway?
Reason I ask is the front bumper of my car needs to be repainted. Its pitted from bugs the previous owner apparently never scrubbed off. I was considering removing the bumper this winter and having it painted.
