Leaking Cowl
Sorry to tell you, but to actually fix a cowl on a mustang correctly, youre going to have to get your hands dirty. Drill out all the welds around the cowl, and cut out all the metal in the cowl that is rusted or leaking. And weld in replacment steel. But dont let it sit too long before having it surfaced in some way. Be it painted, or clearcoated, or even primed,because then you'll just be back in the smae boat sooner or later. Its a long and boring process, but it needs to be done. Welcome to the forums.

That is a good article. I'll bookmark it and review it everytime I start feeling sorry for selling my pretty '66 20 years ago. Too many vivid flashbacks: stubborn or stripped window-winder mechanisms, wet rusty carpet, broken seats with split vinyl seams.......must.......get....back....to.......... ...wrk.........
Cowl covers are meant to use when the car is parked.
Without proper ventalation exhaust gasses will build up inside the car and can be potentially deadly. Carbon Monoxided is orderless and colorless, one minute you are fine, next you start to get dizzy and a headache, next you're dead.
If you are just trying to do a quicky repair, you may be able to get under the dash with some epoxy and fiberglass to seal the hole. Then remove the fender, cut out the end of the cowl pressure wash the area and coat it with some POR-15.
By doing it this way you are pretty assured of a major league problem down the road, but will probably get you through this winter.
Please do not drive your car with a cowl cover in place. I'd hate to hear about a big old accident in the morning news.

The plexiglass cowl covers will seal out no more fresh air than it you simply had both fresh air vents closed.
If they posed a danger, they would come with warnings and there would be horror stories (or at least urban myths in the Mustang community) about their potential danger. And further, how are these exhaust gases supposedly getting into the car?
I think your idea of working with wet fiberglass over one's face poses far more danger than a cowl cover. One drop of that resin in the eyes or mouth, and there's your front page story! The proper "fix" if you can't tear the cowl apart would be the plastic top hats that all Mustang vendors sell. They're cheap; and if the rust isn't too severe, work quite nicely.
I was thinking the same thing. Scott, where in the world do you get this carbon monoxide theory from? The cowl is only a fresh air vent. And, Danny's idea of the hats works for awhile if the hats are the rusted out part. But, most often, it goes far beyond that. There is really only one correct way to fix a rusted out cowl, and we all know that story. It ain't pretty.

When the fresh air ducts are closed the air is going through your plenum. In fact if you read the owners manual it will suggest you open your wing windows to improve ventilation.
