Why post a notice at the top of every forum page that no one has permission to read?

Default Why post a notice at the top of every forum page that no one has permission to read?

Seriously. I see the notice about the new gallery and uploader, and it says "Please Read." I click on it and get

jz78817, you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

I got the same message as jz, so I clicked the X to keep from seeing it.

Sorry, now I see a different notification that does work.
