Default emmisions and off road h pipe

Whats the odds of passing a emission test with offroad h pipe?
is this a dumb question?

If I must buy a new h pipe with converters, which is most cost effective?
best bang for buck?

Where do you live and mine has never passed w/o it being on. I just swap it ina nd out every 2 years. No biggie.

when did ohio start doing emission tests? Indiana doesnt do them at least not yet. I thought ohio didnt have emission tests either but i dont know.

we dont have them in kansas...or at least havent yet. every once in a while they have them but they are only for people who want to see if their car will pass. its not required at all.

not possible to pass without cats. i have cats just to be safe. only restricts a few horses per cat but still very good upgrade. excellent sound!!

I've wondered how emissions testing is administered outside of California; if it was tailpipe sniffer only or full blown visual+sniffer like out here....
I've read on th Corral of Mustang owners passing through the tailpipe without cat's; but I have to seriously doubt it.....
