Seat Belt
 
I just baught a 99' mustang 35th Anniversary Edition and the passenger seat belt is jammed and wont come out enough to buckle it. Does anybody know how to fix this?

its probably wrapped itself up, pull on it from the other side of the pivot (downward towards the rear seat) and it should unravel itself...happens to me all the time

I have tried pulling on it and it just seems to be stuck. Is there a way to take off the pannel to get inside there? I think it might be wrapped up inside there but when i pull it it will only pull out maybe and inch or 2 and then it just locks up.

if you feel u need to take the panel off, you need a T50 star head and something to get those pastic screw things off...unbolt the pivot up there on your B-pillar and give the c-pillar piece of plastic a good tug, it should pop right out (disconnect the defroster too before you pull on it)...then that piece of plastic the seat belt is behind is held in by 4 of those plastic screws ( 3 are behind the rear seat, one is covered by the C-pillar plastic), but first; take the sill plate off (just pull on that) and take the two little plastic clips off the weather stripping by your door, then remove the 4 plastic screw things and it should pop right on out
