Like many engine swaps, if your trying to make the most power cheapest, it would be wiser to mod the 5.0. If you want to do it to be different than go for it. Im 100% sure its possible.

Easiest to do the stroked Windsor. Easier to do a 385 series big block (best, IMO). The FE would require the parts for the 385 series swap along with fab work to mount up the FE. Could be done. Worst idea would be a modular V8. They just aren't worth the pain, yet.

a big cube engine like that would be pretty sweet. THe only problem would be fabbing up alot of stuff to make it fit. There was an '83 notchback for sale near me that had a 429 engine from a '69 T-bird. asked the guy about it (another guy bought the car though) and he told me a lot of custom work went itnto it. He had to have a custom made shorter driveshaft, as well as make his own set of headers and motor mounts. He told me a bunch of more stuff had to be modified, but I cant remember it all. The owner told me it took him over a year to do it, but in his opinion it was well worth it. The car had massive torque and pulled like a monster. He didnt know the horsepower though...
I know a 428 CJ is a different engine, but it is probally the same amount of work... best of luck dude.
