I woulda thought one of the pulleys were to blame too,, but he says in his first post the car still makes the whistle even with all the belts removed..

Ooops, didn't see that. Then prolly either a vacuum leak, or air sneaking in upstream somewhere and making noise when it does it, like you said about a clogged air filter.

My dads 3.8 makes a weird chirping noise the odd time coming from around the cowl area, i have NO idea what it is, and it rarely does it.
