If it is indeed nice, I'd probably give him asking price only if he has some decent mods in it. For stock I'd show him the KBB and tell him thats what you're willing to pay. If he's motivated enough, he will.

go talk to the guy, depends on what mods are on the car, a good idea is to show up with the paper from kbb and say this is what the car is worth. if the car is in good shap by all means (if you really want it) buy it.
