Getting my car shipped out here from california and wondering when i register it, i need to get a safety inspection i know, but do i need cats still? its an 89 5.0 i have magnaflow hi-flow cats now, so it HAS cats, but a shop said they check for cats, yet there are no emission laws here, just safety inspect.....so whats the real deal?

Well if they don't do emmissions testing...then don't worry about failing for that reason. You have cats so even if they tried to play it off as not having cats is a "safety" issue, then you should still be fine. UNLESS they are real ****** and want to go even farther and say "Well the car didn't come from the factory with those cats...sooo you fail"

Bring it to a one-man-show kind of shop or a mom and pop shop. You tend to get the more relaxed people there. In the end I think you will be fine, even if they look they will see you have cats.

I don't know about down in that part of VA, but in Northern VA they do the standard emissions tests- hook it up to a machine and that's about it. I should say that it's at least done like that at the couple of gas stations that I've gone to.
