Pros:
Cheaper and simpler setup that EFI. More reliable system due to less parts etc. Emulsion system of carbs and overall system deisng results in better fuel mixture quality, so mid range and top end power can sometimes be a bit higher than EFI. Much easier to work on. Easier to get them to idle correctly on performance combinations.
Cons:
You have to really know how to properly tune them to get the performance advantages(and most don't). The system has to be opened to make changes, no simple "laptop tuning" with carbs. Emissions are worse, especially at idle. Mileage is usually slightly worse. They are MUCH more sensitive to engine and vehicle configurations, which can make them more difficult to tune correctly. Depending on system configuration, may have reduced low end throttle response and drivability(though that's more a function of the overall engine/vehicle configuration than a carb issue, but carbs are more sensitive in some regards).
