This sounds like a blown fuse to me.

How did you check the fuse and the relay? A visual inspection of a fuse is only a basic test. You need to do a continuity test with a multi-meter or fuse tester to find out for sure. Most fuse kits at auto parts stores come with a fuse tester. As for the relay, did you switch it with a known working relay or use a multi-meter to test the resistance between the pins with and without power?

Did you test all the fuses? Some circuits are connected to other, seemingly unrelated, circuits with other fuses.

Good luck...

thanks for the reply, yeah i changed the fuse and the relay but no difference.
would it be uncommon for the horn to just be done for? or is it more than likely something electrical? thanks

Horns are just speakers. So it could be electrical or the horn itself. Get a test light, or multi-meter and see if the horns ground connector has continuity to ground and the power connector gets power when you press the horn pad on the steering wheel. If it is, then the horn may be shot. If its not, then its an electrical issue. Good luck...
