Default 98 Mustang Should I buy?

Hey all,
Should I buy a 98 Mustang I found with 117,808 two owners, clean carfax report? They are offering it for $4999. Im thinking I would offer $4,200-$4,600.

I would want to buy winter tires eventually and with insurance, taxes/license fees I don't want to spend too much. Do you think it would break down on me every second? I don't think it has traction control so maybe that would be bad for the winter?

I bought my 98 gt coupe for 3900 with 106k miles. It's never had a problem except the brakes and axle.
