OK,...
New module is in.... Code 29 is gone, but now I have Code 35?
I found this indicates:
Passenger Air Bag Circuit Resistance Low

Being this bag is new (used but never deployed) what could cause this?
The connectors all look good and fit tight.
Wiring doesn't seems messed up.

So there for you have low resistance at pins 8 and 9 of the connector for the bag to the module. The connector has a shorting bar which is designed to short the passenger air bag terminals together when the connector is not mated properly or at all. Do not remove that shorting bar for any reason! So back to why its measuring low resistance. It could be 1 of 4 things: 1. You have a poorly mated passenger side air bag module harness connector not pushing the shorting bars back into their fully retracted positions. 2. You have a damaged shorting bar that may shorting pins 8 and 9 together. 3. You may have a short across the passenger air bag terminals within the passenger side air bag module assembly. 4. You have a short in the wiring harness between the circuit for pins 8 and 9. Start by checking the connectors for any damage or missing/broke pins, burning, etc. Other than that, you are gonna need to get a short circuit tester and do some digging.
(I'm also thinking the air bag may faulty and you might want to bring it back and get the OE one from for Ford)
