05-09 Ford Mustang hubcap removal
I am having trouble removing my OEM 2006 Ford Mustang hubcaps to check a grinding sound I assume is low brake pads. I have tried a hubcap removal tool but that feels like it’s going to break the edges because the center feels stuck. I looked behind the center cap and it’s all plastic. The lugnuts are just plastic covers that don’t turn as they apart of the hubcap. Any recommendations for pulling them off?

It should pry off from the rim edge...
Looking at the rotor, I can already tell you, you're down to the metal on the outer pad.
The rotor is scored, and dished.
That does not look like a wheel cover though, I don't know what's going on there, but
it looks like the lugs have covers on them, but then it does look integral to a plastic
piece. The cover looks way to deep to be a cover... They usually use covers on steel
rims, that is not a steel rim...
However, you have: #7049, shown at hubcaps.org for mustang.
"Pop-on” Style, With clips
Using a wide tipped removal tool, gently pry up at the solid areas of your wheel cover, in between the openings. WARNING:
Do not use a common screw driver, as this will crack the edge of your cap. You can however, use two wide tip screw drivers
at the same time to spread out the pressure, lessening the possibility of cracks. For flat type center caps, a screw driver
does work best. For the deeper type wheel caps, you will need the removal tool.

Undo the fake lug nut covers by turning them in a ccw direction. They are screwed on to actual lug nuts. Then use the tool posted above or a flat screwdriver or something to pry around the edges of the wheel and pop it off the rest of the way.
Those are not stock wheel covers, btw. I don't think any Mustang built since 1994 has had factory wheel covers, they have all been alloy wheels of some sort. Those are off of something different, probably a Freestyle or something lame like that.
