you guys are funny with the blinker fluid!
the relay is in the actual blinker switch. i had that problem with the windshield wiper on my 96 XR7 cougar. same exact parts as the mustang. same exact problems.
fortunately for me, about 2 months later, it fixed itself, then got hit by a pickup truck.

haha something about that was just really funny.
Its probably the relay (like nobody said that already), the first response was a pretty accurate description. Then again, you said it only happens when its cold, so maybe the freezing point of your blinker fluid is a bit to high. I second changing it lol

If front and back blinker lights come
on when directional is operated but
do not blink it is the FLASHER.
If other lights come on and dont
blink it is usually bulb or ground
to the bulb.
