I'm confused as to why anyone thinks this is a great deal.
Considering you don't mod a car for resale value and you never (ever) re-coup the cost of mods, a 2006 GT vert with 9000 miles on it is probably worth somewhere in the $27000 range so that is about right value wise.

you also have to think that another reason people are not jumping on it is because it is hard as hell to get a person to person loan, i have a credit score of 719 and still get denied on person to person loans from capitol one.
The title on the car is clear, i am gonna assume this person has some money.
