Help me guys please i have $5000 and i am confused.
i want to have power of 400-450 rwhp
should i go for a hillion turbo charger or to install performance part like TB and UDP and other parts.
OR should i go with my uncle advice : to install an air intake with an exhaust system and add a NOS through the intake.

If you want at least 400 RWHP, there is no way to do that unless you get some kind of power adder. (Turbo, supercharger, or nitrous)
I don't think that $5000 is going to be enough to install either a turbo or a supercharger. You have to pay for the main kit,all the supporting mods like fuel injectors, pumps, and so on, and then the installation and subsequent tuning. That's not going to happen for less than $5000.
Plus, with that kind of power you will need suspension mods to put it to the ground. Power is useless if you can't get traction.
That being said, I think you have two options. First off, your uncle's suggestion: you can get a lot of solid bolt-ons, some traction mods,and a good nitrous kit for well under $5000.
On the other hand, if you want the turbo you will need to save up some more $$$ to get the whole package done right.

You can get a whipple non-intercooled for 4500.00 and spend the other 500.00 on suspension mods because you will need to. The Whipple produces around 405 rwhp, with headers probably more. You may need a GT 500 fuel pump. I'm still trying to make up my mind between the Whipple and the Paxton from Brenspeed.

Are you looking for power all the time for fun driving or just when you go to the track? If you want power all the time then nitrous is not the way to go. If you only want 400hp you will not need to upgrade your fuel system and a set of lower control arms should take care of any wheel hop for traction control.
I would recommend giving Jim Napier at TurboHorsepower a call about his new single turbo kit. You should be able to get the basic kit, if you do the install yourself, tune and control arms and be well under $5000. The nice thing about this kit is you can upgrade at anytime if you want more HP or as money dictates.

Acentrifugal blower is much cheaper than a roots or twin screw and is easier to install yourself. you can get a Paxton/Vortech/Powerdyne for $3500. That would leave you plenty of money for a tune,lca's, and slicks

Sure, you can buy a blower for $3500 or whatever. But those kits are NOT complete. You need spark plugs ($100 or more on this car), fuel pumps, injectors, and many other parts just to get the blower working. The COMPLETE kits are much more expensive, such as the kit from Brenspeed that drbobvs mentioned above.
