I would talk to someone at Edward Jones or some other financial investment rep. I think that is the smartest thing to do. Don't just waste it on stuff that is trivial.

I am not trying to be "Preachy" but realize that is more money than the majority of single income households make in a year. Be smart with it. Whoever left it for you obviously thought you needed it or deserved it so don' t let them down.
And remember these cars are tools not jewels. There are greater treasures to be found in life.

21K is NOT a whole lot of money... at least not compared to a yearly income, (obviously it is a nice chunk of change for everyday Joe dropped in a pocket).
Bottom line is that is YOUR money. If you want, spend it (or invest it) in a manner that the individual who left it to you would want, (to honor them). But if you want to make an extravagent expendature, GO FOR IT! Money is MADE to be spent. You can't take it with you, and if 21K puts some light in your life as a material possession, (or making a material posession very very fast), then you go!
If you are a healthy adult person with a good job, there is no reason for you not to enhance your life with your windfall.
Or put it another way, if YOU died tommorrow, and you left some money to someone... would you want them to put it away or would you want them to make themselves happy?

Hey folks, guess what? EVERYONE DIES. Get used to it. Investing is a good idea taken in moderation... but DO NOT sacrifice your current life for your "future" life... you just never ever know. If someone leaves you money, USE IT.
Think of it this way... would you rather have the money NOW, or after you retire, (IF you live that long)?
If you have a decent retirement plan, why not enjoy your youth with the extra windfall instead of saving it until you retire, then dying 2 years after...
