I would go for the windshield as either at the bottom of the driver's side corner or top and center of the windshield. But I thought they were doing away with base decals since you have to show I.D. at the gate anyway. Long gone are the days of just being waved on base.

Ummm, not to sound rude or anything.....but I truly hope you dont actually do this! If its held on by suction cups - then it defeats the entire purpose of needed a decal anyways. Any shmo could come take your decal if it was held on in the manner you described. And I know for sure that I would forget about it being on there eventually.... either that or it would fall off one day and then I would be screwed, for real.
As for DoD going away from the base decals - it is not a total wash yet. I have been to several installations in the states that require to have your vehicle registered on base and then they provide you with a form of identification for that vehicle. But enough of the OPSEC conversation stuff on the net (no need to disclose our means of security through conversations online. ). I know what you are saying - my only question was how to put it on in an area or means that will allow for easy removal.

If you have to stick it to the bumper, get a piece of plexiglass the same size and then use a number of small sucktion cups and attach them to the plexiglass and just stick it on the bumper temporarily. Then just remove it when you don't need it. You can get the materials from any Lowes or Homedepot store. Also, you can do this for the inside of the window as well.
