Did you give it a smack with a hammer? Might take that to break it loose.
+1...try hitting the breaker bar with the hammer

If you had a good Snap On or Ingersoll Rand impact wrench, you would get that bolt off with no problems whatsoever. You might want to try and rent or borrow one from somebody.

Spray some liquid wrench on it too.

Well, what if I can get the bolt off. Will it be impossible to torque back down without the use of an impact wrench?

No, I didn't use the impact to re-torque. I used a torque wrench & followed the directions with the U/D pullies. Put the car in 4th(if manual) & you should not have any problems. One thing, lube the threads of the crank pully bolt w/engine oil or anti-seize before re-installing. Will help if you ever need to remove again.
Also, important; di not fully seat the lower pully using the install bolt, just use it to start & get a few turns on it, then remove & use the original bolt to finish pulling the lower pully on. I've heard many horror stories where the install bolt would not want to come back off if you fully seat the lower pully using the instal bolt.

I think my 300 ft/lb impact gun will take mine off

Oh, and when you put any bolt on, put copper anti-sieze on. Lesson learned in car racing

Try tightening with the impact then lossening several times. Some times that will get a bolt to turn loose. I've used that trick on 3" diameter exchanger bolts in refineries before.

dude i had this problem once, hit it w/ wd-40 and then rather then trying to crank it hard, slowly apply more and more pressure and eventually it will break loose. it took me hours to figure that out. also, it helps if you can get the pulley resting on blocks while in gear.
