Vortech after cooler surge tank?

Vortech after cooler surge tank?
I finished the installation of the aftercooler for my vortech system. Everything seems to be running great but should the surge tank above the coolant reservoir have any coolant running through it when the car is running. My coolant level is normal but there still isn't any coolant in the surge tank. Is this normal or should I add some coolant into the surge tank?
