Most places wont give you any hassle about the noise and as long as you have cats it will pass but some will not pass with L/T's because the cats are not in the factory location. Do not take it to a station that is also a muffler shop. The state inspectors check these shops closely on exhaust related issues, because of being a muffler shop and they can't afford to vary from the book.The obd checks depend on where in VA you live, there are different requirements for different areas. I'm not sure about the tint requirements during inspection as I don't have my widows tinted. I do know my youngest son has been ticketed several times over the years for tint.
