A ram air doesn't really work until you're at speed and even then very little gains, you're engine is only going to take in an X amount of air no matter how much you ram air into the intake unless you force it in with a compressor i.e. a turbo or supercharger.

Well, any Ram Air style intake is, by its very nature, a cold air intake. The rammiest Ram Air type intake I've seen for the new Mustangs is the WMS High Velocity intake, and you're looking at about $150-$200 more than other intakes. You also have to re-locate your coolant overflow tank, but the kit comes with what you need. There are some hoods that direct air to the stock airbox location, but you'd have to fabricate some sort of sealed enclosure to make them Ram Air with the other CAI options.

The WMS makes about the same HP as other high end CAIs on a dyno. If you like the way it looks, or like the idea behind it, spend the extra coin. If not, get something more conventional.

edit - Well... I just realized you're asking about intake solutions for an '03. Pretty much ignore everything I said, as that applies to the 05+ models.
