Definitely check the actual psi with a psi gauge if you have one.
From experience, a tuner can sometimes correct this in the tune, so can having the waste gate ported, or a larger waste gate.
If your boost pressure is not tapering off in the desired rpm, your gonna find yourself in need of a new engine.
Also more exhaust backpressure can help if you have an open exhaust.
Also an External Wastegate will stop this, the internal can be welded shut.
Dont worry, that should end this problem

it is external, and i asked him about the tune and he said that it cant be that that makes it go up. he said it is the waste gate being too small. but every one else has this waste gate that has that kit and has no problem. so i think it is in the tune how about any one else.

the tune wont any effect on the boost level, there nothing to connect them together. your boost is manually controlled from the wastegate. another possibility could be a defect in the wastgate pipe, during manufacturing,maybe when they attached the pipe they didnt cut the hole out big enough to allow the exhaust to escape.

take some pics of the wastegate and the downpipe, your exhaust should not be an issue either unless you are running a 2" downpipe or something. id be taking a real close look at that wastegate area.

I had something like this happen after I changed my fuel filter. I have vacuum lines that run where my fuel filter is and when I put the cover back on the fuel filter I pinched a vacuum line which caused my boost controler to go crazy and boost up to 13 psi or so.
To solve I traced every vacuum line from the waste gate to the boost contoler, pulling them back and forth trying to find the line stuck somewhere. I found a pinched line and the issue went away.
Your turbo is mounted differently than mine so i would just physically check every line and make sure there is no pressure on any lines. I would suggest the line that runs to the boost controler to be the culprit, giving it a false signal.
