This is probably a dumb question but what is WOT? I know it stands for wide open throttle but where exactly does it start? Is it only considered WOT if the pedal is all the way to the floor? I'm wondering for tuning reasons. I rarely push the pedal "all" the way down. So the WOT settings wouldn't really affect me if it only is WOT with the pedal to the floor.
The answer depends on the perspective you're looking from. In general, howarmat's answer is solid. However, from a tuner or more technical standpoint, WOT might be when the throttle position sensor is registering maximum voltage, which may or may not be at the same point when your blades are flat.
